Latinx Immigrants’ Access to Healthcare

Access to healthcare is a lifeline — it keeps families healthy, stable, and able to thrive. Yet for thousands of undocumented immigrants in Contra Costa County, that lifeline is threatened by systemic barriers and shifting state and federal policies. Cuts to Medi‑Cal expansion and proposals like H.R.1 will strip coverage from hundreds of thousands of immigrants across California, deepening fear and uncertainty in our community.

ULV is responding with urgency, compassion, and a commitment to ensuring that all members of our community have access to health.

1. Health Coverage Enrollment Sprint – December 2025

Launching this January, 2026, this new pilot will be designed with Bay Point Latinx residents, not for them. Together, we will address the fears, misinformation, and barriers that prevent families from seeking care. At a time when health access is shrinking and political stressors are rising, this project will activate and empower community members to protect their health, their families and their community.

2024-25 Impact

  • 51 advocacy meetings with Contra Costa Health and the Board of Supervisors
  • 1 major policy win: BOS unanimously approved the inclusion of undocumented immigrants in the Contra Costa Basic Health Care Program
  • 3,627 community members reached with information about Contra Costa CARES, Medi‑Cal, and Kaiser programs
  • 792 community members enrolled in health programs
  • 286 follow‑ups to ensure access to primary care and other services
  • 105 Medi‑Cal enrollments and 600 residents reached during the December 2025 Sprint

 

This is what health equity looks like: community‑led, persistent, and rooted in dignity.

ULV is an active voice in two major coalitions fighting for immigrant health equity:

Health4All Coalition (Statewide):  

  • Working alongside Health Access California and the California Immigrant Policy Center, ULV advocates for full‑scope Medi‑Cal for all lawfully present immigrants in the Governor’s 2026–27 budget.

 

#OneContraCosta Coalition (Local):

  • In partnership with Healthy Contra Costa, ULV helped reopen the County’s Basic Health Care Program — closed for 15 years — to immigrants with unsatisfactory immigration status. This victory ensures that some of the most vulnerable residents in our county can once again access essential care.

As the deadline for full‑scope Medi‑Cal approached, ULV’s promotores joined a countywide sprint to enroll as many eligible immigrants as possible before December 31. Their outreach ensured that families who often fall through the cracks had a real chance to secure MediCal coverage.
